Living Wage: Why Fair Pay Is a Human Rights Issue

A living wage is the income workers need to meet basic needs and live with dignity. This includes the cost of food, housing, healthcare, education, transportation, and other essentials. Yet around the world, nearly 241 million workers still live in extreme poverty, even though they are employed. In many global supply chains,especially industries like garment manufacturing,workers are paid wages far below what is required for a decent standard of living.

Human rights advocates argue that a living wage is not simply an economic policy but a human rights issue. When workers cannot earn enough to cover essential needs, they are effectively denied their economic, social, and cultural rights, including the right to housing, health, and education. Low wages also reinforce global inequalities, particularly the gender pay gap, as women earn on average 20% less than men and are disproportionately represented in low-wage industries.

Although many countries have legal minimum wages, these often fail to reflect the real cost of living. In some cases, minimum wages remain unchanged for decades or are calculated using averages that do not account for inflation and living expenses. As a result, the minimum wage frequently becomes the highest wage many workers ever receive without excessive overtime, trapping them in cycles of poverty.

Global economic systems also play a role. Large multinational companies often push suppliers to reduce production costs, which can lead to suppressed wages and poor working conditions. This creates a “race to the bottom,” where governments and companies compete to keep labor cheap in order to attract investment.

Guaranteeing a living wage could significantly improve both human rights and economic outcomes. According to the World Economic Forum, implementing living wages globally could generate $4.6 trillion in additional GDP each year. Human rights organizations and labor unions are therefore calling on governments to adopt policies that ensure workers are paid fairly and can live with dignity.
